Conducting Community Risk Assessment (CRA) and Risk Reduction Action Plan (RRAP)

Objectives of the study

The broad objective of this assessment is to identify the potential disaster risk and develop a risk reduction action plan for 4 (four) selected Unions of Dhobaura to contribute to enhancing the disaster resilience of the community, including persons with disabilities. The specific objectives are:

  • To conduct a thorough Community Risk Assessment (CRA) within the unions, identifying and analyzing hazards, vulnerabilities, and capacities of local communities to withstand and respond to disasters.
  • To develop a Risk Reduction Action Plan (RRAP) based on the findings of the CRA, outlining specific strategies and interventions to mitigate identified risks and enhance community resilience.
  • To create detailed Risk Maps for the unions, utilizing Geographic Information Systems (GIS) and other spatial analysis tools to visualize the spatial distribution of hazards, vulnerabilities, and critical infrastructure.
  • To formulate a comprehensive Contingency Plan (CP) for the unions, outlining response procedures, roles and responsibilities, and resource mobilization mechanisms in the event of emergencies or disasters.
  • To ensure stakeholder engagement and participation throughout the consultancy process, fostering ownership, collaboration, and sustainability of the developed Disaster Risk Management Plan.
  • To deliver the final documentation of the CRA, RRAP, Risk Mapping, and Contingency Plan in a clear, accessible, and actionable format, providing stakeholders with a practical guide for disaster preparedness and response efforts.

Scope of the study

  • This consultancy will conduct a thorough review of existing guidelines on Community Risk Assessment (CRA), Risk Reduction Action Plan (RRAP), Contingency Planning (CP), and risk mapping to identify and assess the suitability of tools, methodologies, and frameworks recommended in the existing guidelines for conducting CRA, RRAP, CP, and risk mapping.
  • The consultancy team will facilitate the development of the Risk Reduction Action Plan (RRAP) followed by thorough Community Risk Assessments (CRA), based on the identified and prioritized hazards, vulnerabilities, and risks faced by the target communities and a Contingency Plan (CP) will be developed in collaboration with stakeholders, ensuring that action plans are feasible, contextually appropriate, and aligned with the community need.
  • Disaster Management Committees, Community-Based Organizations, Civil Society Organizations, youth groups, community people, ethnic minorities, persons with Disabilities, and other stakeholders involved in the CRA, RRAP, and CP processes will be supported through training and capacity-building interventions, ensuring that they have the necessary skills and knowledge to conduct CRA, RRAP, and CP as well as implement and monitor the action plans effectively.
  • The consultancy team will engage with relevant stakeholders, including local communities, government officials, NGOs, and other key actors, through a workshop to present a comprehensive summary of the final findings of the CRA, RRAP, and CP, including key insights, analysis, and recommendations.
  • The consultancy team will produce the final documentation of the Community Risk Assessment (CRA), Risk Reduction Action Plan (RRAP), and Contingency Plan (CP) following the proposed and agreed layout, incorporating all relevant data, analysis, and recommendations gathered throughout the assessment process.
  • The consultancy team will prepare a comprehensive final report summarizing the outcomes, including insights from the validation workshop and stakeholder feedback, and provide clear recommendations for future undertakings, including strategies for monitoring and updating the plans to ensure their effectiveness and relevance over time.
