Evaluation of the “Promoting Climate Resilient Communities in Bangladesh –(PCRCB-II)” Project
Objective of the study
The overall objective of the evaluation is two-fold: (a) to assess the progress of “Promoting Climate Resilient Communities in Bangladesh – Phase II (PCRCB-II)” with set objectives, and (b) to assess the effectiveness of the PCRCB-II in promoting climate-resilient communities with its approaches, strategies, and interventions. The specific objectives of the study are:
To assess the performance of the set indicators of the PCRCB II project compared to the baseline.
-To assess the extent to which the project has enhanced community and household-level resilience to climate risks through increased awareness, capacity building, and adoption of adaptation and mitigation practices.
-To analyze strengths, weaknesses, opportunities, and threats (SWOT) of the Community Climate Resilience Center as a livelihood center in strengthening community resilience
-To assess the effectiveness of capacity building initiatives in enhancing participants’ (local-national-global) knowledge, skills, attitudes, and practice to achieve the project’s intended objectives
-To assess the alignment of research initiatives with the project objectives and national priorities
-To measure the extent of changes in household perceptions and practices regarding gender roles, particularly in the distribution of responsibilities, decision-making power, and resilience building of men and women.
-To examine the appropriateness of the project design, strategies, implementation process, and monitoring system in achieving the set project objectives of PCRCB-II, and to provide priority-based strategic recommendations for future project design.
-The synergy between different components (Resilience Building, Research, Capacity Building, and Climate Center) of the Climate Change Program.
-To assess alignment of different interventions with community resilience building approaches (Bring people in action – Connecting lives and livelihood – Transform to resilience
-To assess the effectiveness of different tools (Climate risk assessment, CCRC Sustainability, LAPA, Capacity assessment, etc.) for measuring the project performance
-To assess how project interventions promote gender inclusion, equitable participation, and advance women’s leadership and empowerment
-To what extent project collaborate with government service providers, INGOs/NGOs, the private sector, and relevant stakeholders to enhance the effectiveness of project initiatives?
-To assess the efficiency of the project operation in achieving the project objectives
-To assess the effectiveness of the Climate Center in enhancing the knowledge and capacity of targeted stakeholders through its innovative research and learning initiatives, and its collaboration with the Satellite Center.
-To assess the effectiveness of knowledge management, technology transfer, innovation, networking & collaboration, Gender inclusion, and sustainability of the Climate Center.
Methodology of the study
Desk studies of documents provided by CCDB and related policies, strategies, and action plans
Primary information (qualitative and quantitative) collection through
- Participatory research to get actual data, perspectives, and experiential knowledge through the Household Survey (HHS)
- Participatory capacity, resilience, and knowledge analysis of community and institutional levels through Focus Group Discussion (FGD) and Key Informant Interview (KII).
