Methodology:The Local Adaptation Plan of Action (LAPA) was developed using a participatory, mixed-methods research approach that followed a bottom-up and decentralized planning framework to ensure meaningful involvement of climate-vulnerable local communities. The study was conducted in Padmapukur Union of Shyamnagar Upazila, a highly climate-exposed coastal area, and combined primary and secondary data sources to assess climate risks, vulnerabilities, and adaptive capacities. Primary data were collected through Community-Based Vulnerability Assessment (CBVA) methods, including focus group discussions, key informant interviews, and participatory rural appraisal tools such as hazard mapping, resource mapping, seasonal calendars, historical disaster timelines, and risk impact matrices, with special attention to women, marginalized groups, and livelihood-dependent households. Secondary data were obtained from government statistics, disaster databases, and relevant studies to complement field findings. Geographic Information System (GIS) and remote sensing techniques were used to analyze hazard-prone areas, land use patterns, and environmental changes, with results validated through ground-truthing. Collected data were analyzed using descriptive and thematic techniques, and adaptation priorities were identified through community consultations, ensuring alignment with national climate adaptation policies and local development planning while maintaining ethical standards, inclusiveness, and data triangulation.
