Development of Climate Resilience Policy

Objectives

To develop a comprehensive and inclusive Climate Resilience Policy for B-SCAN that: Mainstream disability-inclusive climate justice principles.

Overall Study Design

The study design comprises 10 phases to implement the tasks and achieve the study objectives. The methodology would consist of different quantitative tools and methods described in the sections. The phases, however, would include the following steps/components.

  • Initial discussion with Bangladesh Society for the Change and Advocacy Nexus (BSCAN)
  • Collection, review, and analysis of literature, documents, and information from relevant institutions and sources.
  • Designing the study tools (FGD and KII checklist).
  • Preparation and submission of the inception report with a work plan and checklists.
  • Collection of primary data.
  • Data coding, editing, and analysis
  • Climate Strategy drafting incorporating the findings.
  • Feedback, accommodation, and submission of the final strategy.

Methodology

Secondary Review

Review of documents, strategy, policies, etc. The review will focus on project documents, national and international policies, strategies, acts, and plans that are directly related to Disaster Risk Reduction (DRR) and Climate Change (CC) adaptation. These include:

  • Sendai Framework on DRR
  • Standing Order on Disaster (SOD)
  • National Plan for Disaster Management
  • National Adaptation Plan (NAP) 2023-2050
  • National Adaptation Plan of Action (NAPA)
  • Bangladesh Climate Change Strategy and Action Plan (BCCSAP)
  • National Disaster Management Plan (NDMP)
  • Cyclone Shelter Management Plan
  • Integrated Coastal Zone Management Plan
  • Southern Agricultural Master Plan
  • National Strategy and Action Plan on Climate Change
  • Climate Fiscal Framework
  • Climate Public Expenditure and Institutional Review (CPEIR)
  • Bangladesh Climate Prosperity Plan
  • National Plan on Water and Sanitation for Hard-to-Reach Areas
  • Coastal Embankment Improvement Plan
  • National international funding mechanism (BCCTF, loss and damage fund, GCF fund, adaptation fund etc)

 

This review will include both project reports and baseline studies from the Government of Bangladesh (GoB) and development partners. The goal is to identify gaps and assess the extent to which persons with disabilities are included in DRR and climate change adaptation strategies and initiatives.

  • Social Protection Schemes of the Government of Bangladesh related to climate change and disaster management
  • Projects of PKSF related to DRR and CCA, including the Green Climate Fund (GCF) project
  • IDCOL Green Climate Fund (GCF) project
  • Department of Environment, Forest and Climate Change Projects
  • Local Government Engineering Department (LGED) project (CRIM)

 

Primary data collection (Consultation)

Consultation will be conducted with key stakeholders from the organization’s executive body, operational body, and project management team, OPDs, and relevant experts, and government agencies.

 

Assessment of the capacity of BSCAN through the Anticipatory Social Protection Index for Resilience (ASPIRE) tool

The Anticipatory Social Protection Index for Resilience (ASPIRE) tool will be applied to evaluate the readiness of relevant stakeholders, including LEDARS, the private sector, local government, NGOs, etc. The ASPIRE will capture (1) Policy framework, (2) Systems domain, (3) Organization domain, and (4) Organization function, which is depicted in the following domain matrix.

 

Policy brief development

A policy brief will be developed, aligned with the SDGs. Sendai Framework, UNCRPD, Dhaka Declaration, Disability Rights and Welfare Act, and national and international funding mechanisms.
