Objective of the assignment
The overall goal of the assignment is to provide technical and research support for the effective implementation of the PROAACT Project through the development of a Local Adaptation Plan of Action (LAPA) for the unions of Shyamnagar Upazila. The specific objectives of the assignment are to:
· Provide technical guidance and research support for effective implementation of the PROAACT Project;
· Conduct policy review, scoping studies, and climate and socio-ecological risk assessments;
· Strengthen community and stakeholder capacity through training, workshops, and participatory processes;
· Facilitate inclusive community planning processes and support development of Local Adaptation Plans (LAPs);
· Support knowledge generation, documentation, learning dissemination, and networking activities;

Capacity Building & Fieldwork
· Youth Training: Empowering local volunteers for active mobilization.
· Research Training: Field orientation on data collection protocols.
· Field Data Collection: Conducting FGDs, structured surveys, and interviews.
Vulnerability & Risk Assessment
· Vulnerability Assessment: Analyzing community exposure to climate disasters.
· Adaptive Capacity Assessment: Measuring local resilience and resource gaps.
· Risk Assessment: Evaluating environmental and systemic vulnerabilities.
· Socio-Economic Analysis: Balancing ecological and economic baseline facts.
· GESI Assessment: Ensuring gender equality and social inclusion metrics.
LAP Development & Validation
· Adaptation Prioritization: Ranking climate actions based on data analysis.
· Participatory Planning: Co-designing Local Adaptation Plans (LAPs) with communities.
· Plan Development: Formatting and drafting of localized LAPs.
· Translation & Design: Transforming LAPs into accessible, localized layouts.
· Validation & Approval: Hosting community workshops for final official sign-offs.
Documentation, Impact & Dissemination
· Case Studies: Documenting field stories and key institutional learnings.
· Knowledge Products: Creating multimedia communication and policy materials.
3. Methodology for the implementation of the project
Secondary Review: Desk review of existing literature and baseline data.
Review and analysis of Forest Policy, Water Policy, National Adaptation Plan (NAP), Local Adaptation Plan of Action (LAPA), Bangladesh Climate Change Strategy and Action Plan (BCCSAP), Nationally Determined Contribution (NDC), National Disaster Management Plan (NDMP), 8th Five-Year Plan of Bangladesh, Plan, Southern Agricultural Master Plan, Coastal Afforestation Project documents, Sundarbans Master Plan, World Bank-G0B Sundarbans Resilience Project Plan, Integrated Coastal Zone Management Plan, BDRCS Climate Strategy, SCMFP (Department of Fisheries), Cyclone and Storm Surge and Tsunami Management Plan, etc., Standing Orders on Disaster, Social Safety nets, FbA/F or Anticipatory Action in Bangladesh and Government Policy /Strategy of GoB, etc.
Collection, review, and analysis of long-term climate and weather data of key climate parameters to show the trends of change and disaster and their impact on natural resources, water resources, agricultural practices, livelihood activities, food security, forestry, biodiversity, and livelihoods;
Tools Development: Crafting and translating specific research instruments.
Stakeholder Mapping: Identifying key actors and institutional dynamics.
Youth Training: Empowering local volunteers for active mobilization.
Research Training: Field orientation on data collection protocols.

Local scenario generation through micro-climate downscaling and climate projection
Multi-hazard risk assessment

Adaptation Prioritization: Ranking climate actions based on data analysis.
Participatory Planning: Co-designing Local Adaptation Plans (LAPs) with communities.
Organizing union-level workshops for finalizing union Local Adaptation Planning (LAPA)
Plan Development: Formatting and drafting of localized LAPs.
Translation & Design: Transforming LAPs into accessible, localized layouts.
Validation & Approval: Hosting community and national workshops for final official sign-offs.
