Review disaster risk reduction plans (Sendai framework, SoD, NAP), Social Protection Schemes, and programs from a disability-inclusion lens to identify gaps and formulate recommendations

The objective of this assignment is to assess and identify the gaps and challenges in the implementation of Disaster Risk Reduction (DRR) and Climate Change (CC) policies in Bangladesh, with a specific focus on the inclusion of persons with disabilities. The assignment aims to strengthen national and local policy frameworks by providing evidence-based recommendations for enhancing disability inclusiveness. The key objectives are:
Review and Analyze Existing Policies:
Conduct a comprehensive review of national policies, strategies, and action plans related to
DRR and CC, focusing on the inclusion of persons with disabilities. The policies and
frameworks to be reviewed include:

  • Sendai Framework on DRR
  • Standing Order on Disaster (SOD)
  • National Plan for Disaster Management
  • National Adaptation Plan (NAP) 2023-2050
  • Social Protection Schemes of the Government of Bangladesh
  • Other climate change (CC) and DRR-related government projects that include persons with disabilities
  • Department of Environment, Forest and Climate Change Projects
  • Local Government Engineering Department (LGED) project (CRIM)
  • Center for People & Environ (CPE) studies
  • Projects of Palli Karma-Sahayak Foundation (PKSF) related to DRR and CCA, including the Green Climate Fund (GCF) project
  • IDCOL Green Climate Fund (GCF) project
