The objective of this assignment is to assess and identify the gaps and challenges in the implementation of Disaster Risk Reduction (DRR) and Climate Change (CC) policies in Bangladesh, with a specific focus on the inclusion of persons with disabilities. The assignment aims to strengthen national and local policy frameworks by providing evidence-based recommendations for enhancing disability inclusiveness. The key objectives are:
Review and Analyze Existing Policies:
Conduct a comprehensive review of national policies, strategies, and action plans related to
DRR and CC, focusing on the inclusion of persons with disabilities. The policies and
frameworks to be reviewed include:
- Sendai Framework on DRR
- Standing Order on Disaster (SOD)
- National Plan for Disaster Management
- National Adaptation Plan (NAP) 2023-2050
- Social Protection Schemes of the Government of Bangladesh
- Other climate change (CC) and DRR-related government projects that include persons with disabilities
- Department of Environment, Forest and Climate Change Projects
- Local Government Engineering Department (LGED) project (CRIM)
- Center for People & Environ (CPE) studies
- Projects of Palli Karma-Sahayak Foundation (PKSF) related to DRR and CCA, including the Green Climate Fund (GCF) project
- IDCOL Green Climate Fund (GCF) project
